Do we need Holacracy or sociocracy for this?

No. Roles and circles work with any form of organisation — classically hierarchical, agile or anything in between. Circles are an option, not an obligation.

How is this different from a job description?

A position has exactly one person. A person can fill several roles, and a role can be carried by several people. That way you can describe how work actually happens.

Who may change roles?

Every change starts as a draft. It becomes valid only after approval, which you configure per organisation and per object type. Until then the previous version remains in force.

Can we start with roles alone?

Yes. Every product can be introduced on its own. The connections to the org chart, value streams or goals appear as soon as they are added.
